Akatsuki (; literally, "dawn") was originally an organization created by Yahiko and his two comrades Konan and Nagato in an attempt to fight against the tyranny and oppression of their home village of Amegakure facing the Third Shinobi World War and the long-term goal of world peace.

After Yahiko's death and under the influence of Obito Uchiha, Akatsuki became a criminal organization consisting of S-Rank pursuit ninja and is the most wanted group in the entire shinobi world. Their ultimate goal is to gather all the tailed beasts for their plan for world dominance, specifically to release the Ten-Tails. As such, Akatsuki, while initially having a minor role in Part I, becomes the main antagonist group in Part II.

Despite having been completely disbanded after the events of the Fourth Shinobi World War, a genetic experimenter from Orochimaru named Shin Uchiha planned to revive the organization after it had been disbanded for several years, but he was killed by his own clone, causing his plans to fail.
